
IDP Councils play a key role in involving internally displaced persons (IDPs) in decision-making at the local level. For these Councils to function effectively, a clear regulatory framework is essential. To this end, the Model Regulation for IDP Councils has been developed and approved, providing recommendations for local self-government bodies and state (military) administrations on the establishment of such Councils.
Why is the Model Regulation for IDP Councils important?
The adoption of this regulation is a step toward creating effective mechanisms for interaction between IDPs and local authorities. This document:
- Regulates the activities, composition, and tasks of IDP Councils;
- Defines the procedure for establishing and dissolving Councils;
- Outlines the key rights and responsibilities of the advisory body.
Thanks to this regulation, communities now have a clear tool for engaging IDPs in decision-making, which facilitates their integration and protects their rights.
How to establish an IDP Council using this regulation?
Local self-government bodies can use this regulation to develop their own regulatory documents, tailored to the needs of their specific community, as well as to establish an IDP Council.
Key steps in creating an IDP Council:
- Initiating the process – civil society organizations, activists (including IDPs), and IDPs appeal to local authorities.
- Preparing the regulatory document – using the Model Regulation as a template for drafting a local decision.
- Public consultations – discussing the regulation with IDPs, civil society organizations, and other stakeholders.
- Official approval – the Council is established by a resolution of the relevant authority (local council, executive committee, mayor, or state (military) administration).
- Choosing members of the IDP Council – selecting members of the advisory body.
- Commencing operations – developing a work plan and establishing communication with local authorities and the community.
There are already communities in Ukraine actively implementing this mechanism, reviewing Council membership, and involving more IDPs in these advisory bodies. This approach promotes greater inclusivity and ensures that the interests of IDPs are considered in local policymaking.
