Collection “Best Practices of IDP Councils”: Experience that Strengthens Communities

Experience exchange among IDP councils reflects joint work and mutual learning aimed at strengthening the protection and representation of the interests of internally displaced persons. From September to December 2025, a series of experience-sharing meetings took place within the Voices in Action (VIA) program, bringing together representatives of IDP councils from 18 regions of Ukraine.

The accumulated experience became the basis for developing practical tools, including the use of digital services, implementation of information campaigns, and establishment of transparent cooperation with local self-government bodies.

These approaches contribute to strengthening the role of IDP councils as partners of local authorities and support communities in implementing high-quality solutions for building an inclusive and comfortable environment.

The collected initiatives are summarized in the publication “Best Practices of IDP Councils”, which covers five areas:

  • ensuring housing rights;
  • integration of IDPs;
  • material assistance;
  • communication and information;
  • organization of IDP council activities.
