
In October 2024, Ukraine witnessed the establishment of the non-governmental organization Congress of IDP Councils — the first national platform uniting over 800 IDP Councils operating in various regions of the country. The creation of the Congress was initiated by the Charity Foundation “Stabilization Support Services” (CF SSS), which has actively supported IDP Councils since 2019.
Mission of the Congress of IDP Councils
The Congress of IDP Councils aims to ensure the unity, coordination, and influence of IDP Councils at the local and national levels. The organization’s key objectives include:
- Developing a joint action plan to improve the integration of IDPs into communities;
- Providing advisory support to IDP Councils on legal and organizational matters;
- Conducting training and workshops to strengthen the Councils’ capacity;
- Engaging partners to implement joint projects;
- Developing a unified methodology for all IDP Councils.
Importance
IDP Councils are consultative and advisory bodies representing the interests of displaced persons within communities. They facilitate the development of local support programs for IDPs, initiate legislative changes, and ensure communication between communities and authorities. Prior to the Congress’s creation, IDP Councils operated autonomously, making coordination and collaboration more challenging.
Strengthening the Voice of Displaced Persons Together
Over the past two years, CF SSS has organized 21 Forums of IDP Councils, which laid the groundwork for the Congress’s establishment. The organization’s founding documents were approved during the II All-Ukrainian Forum of IDP Councils in Kyiv in August 2024.

The Congress of IDP Councils has become a community dedicated to improving the living conditions of displaced persons, amplifying their voice in communities, and facilitating their integration.
