War-Affected Employers Can Receive Wage and Social Security Contribution Compensation Through the “Point of Support” Program

Businesses whose operations have been suspended due to war-related damage or destruction of property can benefit from the government support program “Tochka Opory”. The initiative provides compensation for part of employees’ wages and the Unified Social Contribution, helping companies retain their workforce while restoring operations.

As a result of the full-scale war, thousands of Ukrainian enterprises have suffered damage to production facilities, offices, warehouses, and other assets. For many employers, this has led to forced downtime, loss of income, and the risk of staff reductions. To support such businesses, the government introduced the “Point of Support” program.

What Does the Program Provide?

The program enables employers to receive state compensation for:

  • A portion of employees’ wages during periods of forced downtime;
  • The amount of Unified Social Contribution (USC) accrued on such compensation.

The goal of the program is to help businesses retain qualified employees while recovering from the consequences of hostilities and to ensure that workers do not lose their jobs, income, or social insurance record.

Who Is Eligible for Support?

Compensation is available to employers that:

  • Have experienced damage to or loss of property as a result of the war after January 1, 2026;
  • Officially introduced downtime or suspended employment contracts due to the inability to continue operations;
  • Possess documented evidence of property damage or destruction;
  • Are not undergoing liquidation or bankruptcy proceedings;
  • Have no outstanding wage, USC, or tax arrears;
  • Intend to resume business operations.

Important: compensation is provided only for employees who had been officially employed by the company for at least six (6) months before the introduction of downtime or the suspension of the employment contract.

Amount and Duration of Compensation

The maximum amount of assistance is up to two minimum wages per employee, including compensation for the Unified Social Contribution. As of 2026, this amounts to up to UAH 17,294 per month for each employee.

Support is granted for a period of up to three months. If the employer can confirm that business recovery activities are underway, compensation may be extended for up to six months.

How to Apply

To receive state support, employers must submit an application and supporting documents to the State Employment Service of Ukraine.

Applications must be submitted within 90 calendar days from the date when downtime was introduced or the employment contract was suspended. A decision on granting compensation is made within 10 working days.

In the future, applications are also expected to be available through the Diia portal, making access to the program more convenient for businesses.
