Housing, social services, and opportunities for children from IDP families are among the issues addressed by the IDP Council under the Solotvyno Settlement Council in Zakarpatska Oblast. During its recent meeting, the IDP Council reviewed interim results of the 2026 Operational Work Plan and identified further priorities. One of the results of the Council’s work is the establishment of a registry of internally displaced people seeking housing.
Housing for IDPs Is Among the Key Priorities
For people who have been forced to leave their homes, housing remains one of the most pressing issues. During the meeting, participants discussed the established registry of internally displaced people seeking temporary housing. The relevant decision approving the Procedure for Establishing Housing Funds was published on the website of the Solotvyno Settlement Council.
“This registry was established as a result of joint work between the IDP Council and the local government. Our Foundation supports IDP Councils, including through strategic sessions and consultations. It is encouraging to see members of the Solotvyno IDP Council applying the knowledge and skills they have gained in cooperation with local authorities,” said Nataliia Prelukan, Regional Legal Adviser of Charitable Foundation “Stabilization Support Services” in Zakarpatska Oblast.
15 IDPs with Reduced Mobility Receive Shelter Services
The meeting also covered the work of the Solotvyno IDP Council on social support for displaced people. The community provides one-time financial assistance to certain categories of IDPs, as well as compensation to providers of social care services delivered on a non-professional basis.
Another area of support is an experimental project providing shelter services to people with reduced mobility from among IDPs. As of today, agreements have been concluded with 15 people.
“This work resulted from cooperation between IDP Council representatives and the local council in 2025. At that time, the Stabilization Support Services Foundation held a strategic session for the IDP Council. As a result, the IDP Council succeeded in securing changes to the local programme to better address the needs of IDPs,” said Nataliia Prelukan.
Members of the IDP Council will also be involved in collecting information about the current needs of displaced people through surveys and questionnaires. The information collected will be taken into account when assessing the social service needs of IDPs in the Solotvyno community.
Young IDPs Gain Access to Municipal Scholarships
Another important outcome of efforts to address the needs of IDPs in the Solotvyno community is the Support and Motivation Programme for Graduates of General Secondary Education Institutions “Intellectual Future of the Community” for 2026–2030.
The programme provides various types of municipal scholarships for young people. Under the programme, children from IDP families who studied and graduated from educational institutions in the Solotvyno community are also eligible to apply.
Such opportunities for education, development, and youth support are part of the community’s efforts to ensure that young people can see prospects for their future locally, stay in the community, and contribute to its development.
