
IDP Councils in Ukraine have proven to be an effective mechanism for representing the interests of displaced persons, making them a model worth implementing in countries experiencing prolonged and large-scale internal displacement crises.
These recommendations are outlined in the Independent Review of the Humanitarian Response to Internal Displacement report (March 2024), prepared by the Humanitarian Policy Group. The report examines how the international humanitarian response system can better address the needs of IDPs, ensuring their protection, support, and successful integration into communities.
The Independent Review of the Humanitarian Response to Internal Displacement report was prepared for the Inter-Agency Standing Committee (the highest UN-level humanitarian coordination body since 1991) and the High-Level Panel on Internal Displacement under the UN Secretary-General.
IDP Councils in Ukraine: Key Research Findings
The report highlights that the IDP Council model, first introduced in Ukraine by the Charitable Organization “Stabilization Support Services” (CO SSS), offers a structured and comprehensive approach to involving IDPs in decision-making processes. The Councils operate with a flexible and adaptive format, tailored to local conditions, serving as a bridge between displaced persons and governmental authorities. IDP Councils facilitate improved communication, mutual understanding, and the effectiveness of public policies concerning IDPs.
The report places particular emphasis on inclusivity: IDP Councils must consider the interests of all displaced persons, including individuals with disabilities. Additionally, it is recommended that Council members actively participate in the development of humanitarian response strategies and long-term solutions.
Olha Ivanova, Program Director of SSS, commented on the report’s findings:
“International recognition of the importance of IDP Councils inspires us to work even more actively for those affected by Russia’s invasion of Ukraine. Our primary task now is to support and train Council members and facilitate experience-sharing among them and relevant experts. Naturally, if our experience proves useful and helps displaced persons abroad, we will be more than happy.”
How Were IDP Councils Established?
The first IDP Councils were established in Ukraine in 2020, and since 2023, they have become an integral part of the national internal displacement strategy. With support from the Ministry of Reintegration of Temporarily Occupied Territories of Ukraine (renamed the Ministry of National Unity of Ukraine as of December 3, 2024), over 800 IDP Councils of various levels were operating in Ukraine as of early 2025. As advisory bodies, they collaborate with local authorities to ensure the protection of displaced persons’ rights and incorporate their needs into local programs.
