Vocational education institutions can receive funding to establish or expand reskilling and retraining hubs through the United Nations Development Programme (UNDP) in Ukraine, with the support of the Government of Japan.
The initiative aims to help communities develop a workforce aligned with current labour market needs and to strengthen employment opportunities for internally displaced people and other vulnerable groups.

- Development of local labour markets in line with business needs.
- Strengthening the role of educational institutions as community support hubs.
The initiative specifically targets internally displaced people, veterans* and their families, persons with disabilities, women, and other individuals affected by the war.
Under the programme, five educational institutions will be selected. Each institution is expected to provide training for at least 20 participants.
Selected institutions may receive support of up to $50,000, including:
- modernization of training infrastructure (equipment, tools, and IT solutions);
- coverage of training costs (trainers’ fees, learning materials, uniforms);
- additional participant support (accommodation and meals, where needed).
Priority training areas
Training programmes should respond to regional labour market demands. Priority areas include:
- electrical and technical occupations;
- welding professions;
- transport and operation of specialised machinery.
Institutions are required to justify the relevance of selected professions for their local context.
Applications are open until 24 May 2026 (inclusive). The call is open to institutions across Ukraine, except those located in temporarily occupied territories.
