
The new handbook “Radnyk for IDP Councils” has been published on the IDP Councils Portal. This is the first part of a practical guide designed for IDP Councils, representatives of local self-government bodies, and active community members. Its goal is to help communities systematically engage internally displaced persons (IDPs), understand their needs, and develop effective support programs.
The handbook consists of three sections:
- Assessing the needs of IDPs in communities.
This section highlights the legal basis, objectives, and stages of needs assessment, as well as the reasons why IDP Councils should participate in this process. It helps communities organize assessments, collect data, and plan evidence-based decisions rather than relying on assumptions.
- Applying a gender-sensitive approach.
It presents the legislative framework for equality, principles of human rights-based and people-centered governance, and examples of how to consider the needs of different groups of women and men in local programs. Separate materials are provided on implementing gender-inclusive recovery.
- Developing and implementing local IDP support programs.
This section includes the legal framework, powers of IDP Councils, types of programs, examples of decisions, and step-by-step recommendations — from design to monitoring and evaluation of results.
“Radnyk for IDP Councils” is a practical guide that helps communities make informed decisions, engage displaced women and men in local policymaking, and build an inclusive recovery system based on equal opportunities.
