An experimental project to establish a municipal (social) rental housing fund has been launched in Ukraine. Twenty-five territorial communities from different regions of the country have submitted applications to participate. The project is coordinated by the Ministry for Communities and Territories Development of Ukraine. The first stage of implementation is currently underway and includes the review and assessment of the submitted proposals.
The project envisages the construction of municipal rental housing that will be owned by communities and provided at affordable rental rates. This housing is considered a long-term solution for internally displaced persons, people who have lost their homes, and specialists who plan to stay and work in communities and require housing support.
Applications to join the pilot project were submitted by the cities of Lviv, Zhytomyr, Mykolaiv, Kharkiv, Khmelnytskyi, Kropyvnytskyi, and Poltava, as well as by communities from the Poltavska, Lvivska, Kyivska, Mykolaivska, Zaporizhska, Ternopiskal, Kharkivska, Zhytomyrska, and Odeska oblasts.
In addition, initiative requests were submitted by communities whose territories are currently under temporary occupation. In these cases, the project is proposed to be implemented in host communities located in areas controlled by the Government of Ukraine.
Applications will be assessed by a dedicated commission based on transparent criteria. Following the pilot phase, the municipal rental housing model is expected to be further refined and scaled up.
For IDP Councils, this initiative offers an opportunity to take part in discussions on housing solutions, initiate dialogue within communities, and help ensure that housing policies reflect the needs of internally displaced persons.
