The Role of IDP Councils in Shaping Community Investment Decisions: Join Our Webinar

We invite members of IDP Councils to register for the webinar “The Role of IDP Councils in Planning, Implementing and Monitoring Public Investments in Communities.”

This is an opportunity to understand not only the terminology and procedures but also how an IDP Council can become an influential part of the team that shapes community development.

Date: 4 December 2025, 11:00–13:00

Format: online (Zoom)

Trainer: Serhii Yatskovskyi, Executive Director of the Association of Territorial Communities of Khmelnytska Oblast, national expert on local self-government, trainer, and member of the IDP Coordination Council in the Khmelnytskyi City Territorial Community.

How can an IDP Council influence investment decisions? How can its members participate in the budgeting process, understand the new rules of public investment management, and monitor the transparency of projects? How can we ensure that investments in infrastructure, social services, humanitarian and educational projects address the needs of internally displaced people? These are the questions we will explore during the webinar.

Programme:

  • what public investments are and how they relate to the needs of IDPs;
  • an overview of the community budgeting process: from planning to reporting;
  • an overview of the public investment management reform and the role of IDP Councils within this process;
  • introduction to the DREAM digital platform: how to review investment projects and track their implementation;
  • the role of the community Statute in ensuring the participation of IDP Councils in budget discussions;
  • interactive work: identifying investment needs and developing recommendations for local authorities.
