Solotvyno Community Develops Measures to Improve Housing Conditions and Support the Integration of IDPs

On 16 June 2026, a meeting of the IDP Coordination Council under the Solotvyno Settlement Council took place. Participants discussed social support services for internally displaced families, access to temporary housing, the implementation of an experimental project supporting displaced people with limited mobility, as well as mechanisms for obtaining housing vouchers for veterans among internally displaced persons (IDPs).

Members of the Coordination Council took part in the meeting under the chairmanship of the Deputy Head of the Settlement Council. Representatives of the Charity Foundation Stabilization Support Services joined the discussion online, including Regional Coordinator Anzhela Babkina, Regional Lawyer of the CF SSS project in Zakarpattia Oblast Nataliia Prelukan, and Facilitator Kateryna Ponomarenko.

Nataliia Prelukan, Regional Lawyer of the CF SSS project in Zakarpatska Oblast, informed participants about mechanisms for providing temporary housing to internally displaced persons. She presented the procedures for establishing temporary housing funds for IDPs and allocating housing from such funds for temporary use. During her presentation, she emphasized the importance of creating temporary housing funds within communities and explained the process for establishing them.

As Nataliia Prelukan noted, cooperation between the Coordination Council, the community, and relevant institutions is gradually strengthening. Positive results have already been achieved in the areas of social support and the protection of the rights of internally displaced persons. At the same time, it is important to continue reinforcing this cooperation through regular consultations, joint working groups, and transparent decision-making mechanisms.

Following the meeting, several priority areas of work were identified, including the establishment of a waiting list for temporary housing, further consideration of creating a temporary housing fund for IDPs, and strengthening communication between internally displaced persons and local authorities. All these steps will contribute to more effective integration of IDPs and enhance social cohesion within the community,” said Nataliia Prelukan, Regional Lawyer of the Charity Foundation “Stabilization Support Services” in Zakarpatska Oblast.

Participants also paid particular attention to the implementation of an experimental project introducing a contractual model for providing shelter services to internally displaced people with limited mobility. The project is being implemented in accordance with Resolution No. 1169 of the Cabinet of Ministers of Ukraine, adopted on 17 September 2025. The service has been available in the community since December 2025. Currently, it is provided to 15 IDPs with limited mobility, including 11 women and 4 men, among them three persons with disabilities.

Liubov Dudla, Head of the Department of Social Protection and Veterans Policy, informed participants about the procedure for obtaining a housing voucher for people who simultaneously hold the status of combat veteran and internally displaced person. She explained the application process, the procedure for verifying information through state registers, and the decision-making process regarding assistance. If approved, recipients may use the voucher funds to purchase or build housing.
