Service providers invited to apply by 19 February for housing support to low-mobility IDPs

The Social Protection Fund for Persons with Disabilities has announced a call for organizations that provide social housing (shelter) services for low-mobility internally displaced persons (IDPs). The announcement is available on the Fund’s website.

To participate, organizations must submit a proposal to join the pilot project on providing shelter services to low-mobility IDPs. Documents must be submitted in Ukrainian to: info_konkurs@ispf.gov.ua

Important: The email and all attached documents must be signed with a qualified electronic signature (QES). Applications are accepted until 19 February 2026. Full eligibility requirements and the list of required documents are available on the website of the Social Protection Fund for Persons with Disabilities.

A new approach to supporting IDPs

The Ministry of Social Policy, Family and Unity of Ukraine is introducing a new approach to supporting internally displaced persons. In particular, a housing service for IDPs has been launched in Ukraine. The state supports social service providers that offer accommodation to IDPs and assist them with adaptation and integration into host communities. This support includes not only housing but also daily living assistance.

The Government has approved the Procedure for the implementation of the pilot project introducing a contractual model for providing shelter services to low-mobility IDPs. The document defines eligibility criteria for providers, accommodation requirements, and the financing mechanism. Detailed information is available in the Ministry’s presentation.

Service providers must be registered in the Register of Social Service Providers and conclude an agreement with the Social Protection Fund for Persons with Disabilities.

Within the pilot project, providers must ensure:

  • accommodation with all utilities;
  • basic necessities (household items, clothing, footwear);
  • assistance with daily living and self-care;
  • support in maintaining social skills and routines;
  • facilitation of access to free legal aid.

The service is co-financed from the state budget and the budgets of the communities from which people were evacuated.

Specialists of the Social Protection Fund for Persons with Disabilities provide consultations on the pilot project implementation daily (except Saturday and Sunday) from 9:00 to 18:00, and on Friday until 16:45. Contact numbers: +38 (044) 293 17 63, +38 (044) 293 17 42.
