Integration Plan for IDPs in Kyiv Region Presented Through 2027: Housing, Jobs, Support

An expanded meeting of the Council on Internally Displaced Persons under the Kyiv Regional State Administration took place in Kyivska oblast, where a strategic plan for 2026–2027 was presented. The focus was on integrating internally displaced women and men into local hromadas — from housing solutions and employment to psychological support. The new approaches are expected to improve IDPs’ access to housing, jobs, and social services across all hromadas in the region.

The Council’s strategic plan for 2026–2027 outlines systemic steps to strengthen the integration of IDPs in hromadas across the region. Among the key initiatives is the creation of a public dashboard that will assess all 69 hromadas in Kyiv region based on the effectiveness of IDP integration.

Particular attention was given to housing issues, including both the implementation of ongoing programs and the launch of new projects to provide housing for displaced people. Participants also discussed measures to support IDP employment, assist relocated businesses, and further develop the system of psychological support.

Ihor Meshchan, Director of the Department of Social Protection of the Kyiv Regional State Administration, presented practical experience in implementing housing initiatives in the region and outlined next steps in this area.

Participants also discussed advocacy for a program to resettle IDPs from temporary accommodation facilities, as well as the creation of a comprehensive system of psychosocial support within hromadas of Kyivska oblast.

The expanded meeting of the IDP Council under the Kyiv Regional State Administration brought together representatives of regional authorities, territorial hromadas, charitable foundations, international humanitarian organizations, and relevant sectoral departments of the regional administration. The meeting was chaired by Oleksandr Yavtushenko, Head of the Council. Ivan Dobrovolskyi, Deputy Head of the Kyiv Regional State Administration, delivered opening remarks.
