One of the key outcomes of the meeting of the Advisory Council on Internally Displaced Persons under the Lutsk City Council was the approval of the Council’s Strategic and Operational Plans for 2026–2027. The documents define the mission, vision, values, priority areas of work, and specific activities that will guide the advisory body’s work over the next two years.
The meeting was attended by Oksana Ovsiienko, Regional Coordinator of the Charity Foundation “Stabilization Support Services” in Volynska Oblast. She emphasized the importance of partnership between local authorities, civil society organizations, and international partners in creating conditions for the social and economic integration of internally displaced people. Since 2019, the CF “SSS” has been supporting the development and institutional capacity of IDP Councils in cooperation with communities across Ukraine.
Participants also discussed the implementation of housing rights for internally displaced people, focusing on the challenges IDPs face when applying for the municipal housing register. Olha Chykh, Regional Lawyer at the Charity Foundation “Stabilization Support Services” in Volynska Oblast, presented a legal analysis of the current administrative service information card and proposed amendments to the list of documents required for housing registration. Following the discussion, members of the Advisory Council developed recommendations and agreed to submit them to the Lutsk City Council for consideration.
“Thanks to open dialogue and constructive cooperation with Kateryna Shkloda, Secretary of the Lutsk City Council, we succeeded in supporting important amendments to the procedure for placing internally displaced people on the municipal housing register, including the removal of the requirement to provide a rental agreement. This is a clear example of how joint efforts can deliver tangible results. We will continue working on solutions that help internally displaced people integrate into the community more quickly,” said Inessa Prokopets, Chair of the Advisory Council on Internally Displaced Persons.
The meeting also covered a new mechanism for providing housing to internally displaced people introduced by Resolution No. 751 of the Cabinet of Ministers of Ukraine, adopted on 10 June 2026. The pilot initiative envisages the purchase of housing for IDPs in rural areas using state and local budget funds.
At the initiative of Kateryna Shkloda, Secretary of the Lutsk City Council, the meeting also introduced new members of the Advisory Council representing internally displaced people. They shared their personal integration experiences, current professional activities, and initiatives they are implementing to support displaced people.
Participants also identified the Council’s priorities for future work, including social adaptation, employment, and the integration of internally displaced people into the Lutsk community.
