The Cabinet of Ministers of Ukraine has approved the procedure for providing a subsidy to local budgets to develop housing for internally displaced people. Hromadas can use these funds to repair and refurbish temporary accommodation facilities (TAFs), establish supported living arrangements, purchase houses in rural areas, and procure modular housing units.
On Friday, March 6, the Government approved the procedure and conditions for providing a subsidy from the state budget to local budgets for the creation and improvement of housing for internally displaced people. The total amount of funding is UAH 1.5 billion.
It is expected that UAH 1 billion will be allocated for the repair, refurbishment, and modernization of temporary accommodation facilities for IDPs, while another UAH 500 million will be used to purchase housing in rural areas. A separate mechanism for purchasing such housing is expected to be approved within a month after the resolution comes into force.
This year, the subsidy will be distributed among regional budgets based on two indicators: 70% — in proportion to the number of internally displaced people in the region; 30% — in proportion to the number of temporary or supported accommodation places available for IDPs.
Using these funds, hromadas will also be able to purchase construction materials and modular housing units to create modular housing settlements, particularly in frontline regions.
An important requirement concerns accessibility: at least 20% of all renovated or refurbished premises must meet the needs of persons with disabilities and other people with reduced mobility.
For Dnipropetrovska, Zaporizka, Luhanska, Mykolaivska, Sumska, Kharkivska, Khersonska, and Chernihivska regions, except for areas with active hostilities, the program will provide 100% funding from the state budget. In other regions, the co-financing principle will apply: 90% of the funding will come from the state budget and 10% from local budgets.
