Housing issues affecting IDPs have become a key priority for the IDP Council under the Zavodska Settlement Council in Mykolaivska Oblast. During its first extended meeting in the renewed composition, participants focused on updating the operational plan for 2026. The goal is to strengthen systemic solutions that improve displaced women’s and men’s access to housing.
The regional team of the Charity Foundation Stabilization Support Services in Mykolaivska Oblast joined the meeting. The foundation’s specialists presented mechanisms for processing escheated property and recognizing ownerless assets. They also provided guidance on establishing and maintaining hromada property records, including facilities that could potentially be used as temporary housing for internally displaced persons.
During the discussion, participants focused on introducing amendments to the operational plan that will enable more effective advocacy on housing issues affecting IDPs in the hromada.
“Housing challenges cannot be addressed without an audit and a clear strategy. We provided the IDP Council with expert support on these issues. This will make it possible to conduct an audit of available residential premises and understand what resources exist within the hromada. In the long term, this will help attract donor funding for housing repairs and improvements,” said Olena Kaplii, Regional Project Coordinator of the Charity Foundation Stabilization Support Services in Mykolaivska Oblast.
