Housing Issues and Integration of Internally Displaced People Discussed at the IDP Council Meeting in Chernihiv

On May 25, 2026, a meeting of the IDP Council under the Executive Committee of the Chernihiv City Council was held in Chernihiv. Participants discussed the results of the assessment of the needs of internally displaced people, issues related to temporary housing provision, as well as barriers preventing displaced women and men from accessing social guarantees within the community.

The participants also discussed current challenges faced by internally displaced people during their adaptation and integration into the community, along with possible ways to improve local support programmes.

Special attention was paid to housing included in the temporary accommodation fund for internally displaced persons, as well as the conditions and mechanisms for obtaining such housing.

One of the key priorities for the IDP Council under the Executive Committee of the Chernihiv City Council is the development of local policies and programmes that will contribute to the full integration of internally displaced people into community life. This is not only about access to services and support, but also about creating conditions in which IDPs can participate in decision-making processes and influence community development. Another important priority is the development of the IDP Council itself: strengthening its institutional capacity, improving the competencies of Council members, and establishing effective cooperation with local authorities, civil society organisations, and international partners,” noted Liubov Mulovana, Regional Coordinator of the Charity Foundation “Stabilization Support Services” in Chernihivska Oblast.

During the meeting, participants were also presented with the results of the analysis of local regulatory acts of the Chernihiv City Territorial Community in the field of social protection for IDPs. In particular, the discussion focused on existing barriers preventing displaced people from accessing social guarantees as full-fledged members of the community.

As of May 25, 2026, more than 69,000 internally displaced people reside in Chernihivska Oblast. In this regard, strengthening the capacity of IDP Councils remains an important area of support for communities across the region, Liubov Mulovana emphasized.
