This autumn, the Charity Foundation “Stabilization Support Services,” with the support of the UNHCR, the UN Refugee Agency in Ukraine, will host four Interregional IDP Councils Forums across Ukraine. These events will unite internally displaced persons (IDPs), community leaders, government officials, and civil society to strengthen local democracy and ensure that the voices of displaced communities are heard.
Why is it important to attend the IDP Councils Forums 2025?
The forums are a unique space to:
- Discover how IDP Councils are addressing new community challenges.
- Learn from successful advocacy campaigns and communication strategies with local authorities.
- Explore ways to include IDPs in local social protection programs.
- Understand how Councils influence housing and social policy decisions.
Event Schedule
- September
- Eastern Ukraine IDP Councils Forum (Dnipro, September 4–5) — for representatives from Dnipropetrovska, Donetska, Zaporizka, Sumska, Kharkivska, and Chernihivska oblast.
- Central Ukraine IDP Councils Forum (Vinnytsia, September 25–26) — for participants from Vinnytska, Zhytomyrska, Kyivska, Kirovohradska, Poltavska, and Cherkaska oblast.
- October
- Western Ukraine IDP Councils Forum (Lviv, October 9–10) — for representatives from Volynska, Zakarpatska, Ivano-Frankivska, Lvivska, Rivnenska, Ternopilska, Khmelnytska, and Chernivetska oblast.
- Southern Ukraine IDP Councils Forum (Odesa, October 22–23) — for participants from Mykolaivska, Odeska, and Khersonska oblast.

Please note that completing the registration form does not guarantee participation in the forum. Two people from an IDP Council and one person from a non-governmental or charitable organization may participate in the forum. If the number of registered participants exceeds the number of places available, the organizer will give preference to candidates based on the information provided in the motivation section of the form and previous experience of cooperation with the CF SSS.
About the IDP Councils Forums
Since 2022, the Charity Foundation “Stabilization Support Services” has been organizing annual IDP Councils Forums — from local to national levels. These events create a platform where IDP Councils, local governments, and both national and international organizations work together to:
- Develop practical tools for local democracy.
- Strengthen the collective voice of internally displaced persons.
- Shape integration strategies for IDPs within host communities.
- Influence decision-making at the national level.
