Zaporizka Oblast has introduced updated conditions for its regional grant programme aimed at supporting internally displaced persons (IDPs) and entrepreneurs who are developing their businesses during wartime. The programme offers both grants for starting or expanding a business and compensation for co-financing contributions required under state and international grant programmes.
Grant for IDPs to Start or Develop a Business
The programme is available to internally displaced persons who are registered and officially residing in Zaporizka Oblast.
For legal entities founded by IDPs, an additional requirement applies: the IDP applicant must hold at least a 51% share in the company’s authorised capital.
When assessing applications, the selection committee will take into account the circumstances of displacement. Applications from individuals who obtained IDP status solely for the purpose of participating in the competition will not be eligible for funding.
Programme conditions:
- Up to UAH 300,000 can be awarded without the requirement to create jobs.
- Grants ranging from UAH 300,000 to UAH 500,000 require the employment of at least one person.
- Applicants must provide a minimum of 10% co-financing for the project.
Grant for Partial Compensation of Co-financing Contributions under State and International Programmes
This programme supports entrepreneurs who have already secured funding through state or international grant programmes but require additional resources to meet co-financing obligations.
According to regional authorities, the oblast can compensate up to 75% of the entrepreneur’s required contribution under the grant project. No additional requirements regarding the creation of new jobs apply to this type of grant.
To participate in the competition, applicants must submit:
- a cover letter;
- documents confirming their successful participation in a state or international grant programme;
- information on the amount of the required co-financing contribution and the deadline for its payment;
- confirmation that the grant provider allows the applicant’s contribution to be covered using local budget funds;
- the business plan submitted as part of the application for state or international funding.
Participants can also receive consultations on eligible uses of grant funds, selection criteria, applicant requirements, and the package of documents required for participation in regional support programmes.
The grant programmes are designed to promote the development of small and medium-sized enterprises, support the economic activity of internally displaced persons, and strengthen the resilience of communities across Zaporizka Oblast.
In 2026, more than 15 million hryvnias were allocated from the regional budget to support entrepreneurs through grant funding. Grants are awarded on a competitive basis.
