Collection of proposals for the State Policy Strategy on Internal Displacement

The Ministry of Social Policy, Family and Unity of Ukraine has published for public discussion the draft State Policy Strategy on Internal Displacement until 2030, as well as the Operational Plan for its implementation for 2026–2028.

These documents are key to shaping state policy in the field of protection of the rights of internally displaced persons (IDPs), particularly in the areas of housing, employment, and social integration.

The Charity Foundation Stabilization Support Services calls on representatives of IDP Councils to join the review of the draft and submit their proposals.

We kindly ask IDP Councils to analyze the provisions of the Strategy in line with the current needs of IDPs in your communities, prepare constructive comments and additions to the Strategy and the Operational Plan, and submit proposals via the designated form by March 25, 2026 (inclusive).

Taking into account the experience of IDP Councils is an important prerequisite for developing effective state mechanisms to support internally displaced persons.

Review the draft: visit the website.

Submit proposals: fill in the form.
