A Strategy That Brings People Together: the IDP Council of the Mishkovo-Pohorilove Community Planned Its Activity for 2026–2027

On April 16–17, 2026, the Council on Internally Displaced Persons under the Mishkovo-Pohorilove Village Council took part in a two-day strategic session. The event was organized by the Charity Foundation “Stabilization Support Services” as part of a project aimed at strengthening the social protection system, implemented with the support of UNHCR, the UN Refugee Agency in Ukraine.

The process of developing the strategic plan became a space for open dialogue between local authorities, civil society, and internally displaced people—focused on how to make integration into the community more systematic and effective.

Over the two days, participants reviewed the Council’s previous work and discussed the challenges faced by IDPs. Through a SWOT analysis and joint discussions, they were able to move from identifying individual issues to building a shared vision for development.

“For us, this was a sincere and open conversation about what truly matters — people’s needs, the challenges we face, and shared solutions for the community. Together, we were able to identify concrete steps for the future, as well as highlight issues that had previously gone unnoticed, particularly in communication and access to services. As a result of this work, the following was developed:

  • the mission, vision, and values of the IDP Council;
  • strategic goals for 2026–2027;
  • a strategic and operational plan.

The IDP Council serves as a bridge between people and local authorities. It is a platform where the voices of displaced persons are heard directly and translated into decisions that the community can implement. Importantly, Council members work on a voluntary basis, contributing their time, experience, and efforts to create an environment where those forced to leave their homes can find support, safety, and new opportunities.
