
At the end of 2025, a webinar was held for members of IDP Councils, focusing on key changes in public investment management and the new opportunities offered by the DREAM platform. The event helped participants gain a deeper understanding of how communities can plan, review, and monitor investment projects more effectively, ensuring transparency and accountability in decision-making.
The speaker of the webinar was Serhii Yatskovskyi, Executive Director of the Association of Territorial Communities of Khmelnytskyi Oblast, national expert on local self-government, trainer, and member of the Coordination Council on Internally Displaced Persons in the Khmelnytskyi Municipal Territorial Community. His expertise helped participants understand both the theoretical background and the practical aspects of implementing the Public Investment Management (PIM) reform at the community level.
During the webinar, participants explored what public investments include and how these processes relate to the needs of internally displaced people. One of the sessions focused on the community budget process — from planning to reporting — and the role of IDP Councils in shaping investment decisions within the PIM reform. Participants also learned about the DREAM digital platform, which helps verify investment projects and track their implementation. They discussed how a community’s Statute can ensure systematic participation of IDP Councils in budget discussions. The final part of the event included an interactive session where participants identified investment needs and developed recommendations for local authorities.
