
A training for new members of the Councils on Internal Displacement was conducted by Anastasiia Serbina – an expert on internal displacement and democratic governance, lawyer, and trainer with many years of experience. During the training, representatives of IDP Councils received practical knowledge and an understanding of the status and powers of the Councils, the principles of their work, and legislative requirements.
In particular, the following issues were discussed during the online event:
- general understanding of the institution of IDP Councils – their status, functions, and tasks at the local level;
- principles of operation and the regulatory framework governing the work of the Councils;
- organisation of Council work, the procedure for convening meetings, documenting and formalising meeting results, etc.;
- the status of Council members, their rights and responsibilities, and grounds for termination of membership;
- specific administrative functions, in particular of the Chairperson, Deputy Chairperson, and Secretary of the Council, as well as the consequences of resigning from these positions.
The information received is practical and essential for the effective activities of IDP Councils in communities. The training helped participants better understand their role in decision-making, cooperation with local self-government bodies, and the protection of the rights of internally displaced persons.
In addition, participants learned about the opportunity to take part in the video training course “IDP Councils: From Adaptation to Impact”, developed by the Charity Foundation Stabilization Support Services together with the Ministry of Digital Transformation on the Diia.Osvita platform.
