Employment, Financial Support, and Social Protection: Opportunities of Local Programs for IDPs from Luhanska Oblast

Displaced people from 25 communities of Luhanska oblast can benefit from support programs. These initiatives are aimed at helping those who lived in the region before displacement with employment, social protection, and meeting other essential needs. This was reported by the Department of Economic Development and Foreign Economic Affairs of the Luhansk Regional State Administration.

Here we provide a brief overview of the opportunities.

Employment and Training

The programs include assistance in job search, reimbursement of employer expenses, career guidance, as well as organizing training or retraining. Some programs also offer opportunities for youth internships and support for graduates entering the labor market. In particular, such programs are available to people displaced from Nyzhnoduvanska, Troitska, and other communities.

Financial Support

Certain programs provide one-time payments, reimbursement of relocation expenses, transportation of property, and housing rent. In some cases, support is offered during the first few months after displacement or after actual employment (for people displaced from Bilokurakynska, Lozno-Oleksandrivska, Krasnorichenska, and Kolomyichyska communities).

Social Protection

There are programs focused on veterans and their families, relatives of fallen defenders of Ukraine, large and low-income families, persons with disabilities, students, and young people seeking their first job (from Bilovodska and Bilolutska communities).

Entrepreneurship and Self-Employment

Some programs provide support for IDP business initiatives: consultations on preparing applications, participation in grant competitions or government programs (for example, “eRobota”), and more. This creates additional opportunities for those ready to start their own business (Nyzhnoteplivska, Stanychno-Luhanska, and Shchastynska communities).

Information Support

Programs in Svativska and Shyrokivska communities provide systematic dissemination of information about current vacancies, training opportunities, housing, or social services. This helps displaced people adapt more quickly in their new communities.

The advisory role of IDP Councils can be crucial in raising awareness about local programs, in particular by helping to:

  • guide displaced people to available opportunities;
  • provide recommendations to authorities on improving programs;
  • represent the interests of vulnerable groups in dialogue with local self-government bodies;
  • ensure that assistance reaches those who need it most.

Despite the availability of programs, their implementation is complicated by a lack of resources, the need to integrate IDPs into new communities, insufficient funding, and limited information campaigns. That is why IDP Councils play one of the key roles in informing displaced people and strengthening their dialogue with local authorities.
