
To help internally displaced persons navigate the available state support opportunities related to housing search, employment, and access to social services, we present a consolidated overview of the currently active programmes for internally displaced persons (IDPs).

About the compilation
The document systematises key state programmes and types of government support available to IDPs, including:
- compensation for damaged or destroyed housing under the eVidnovlennia programme;
- credit and investment programmes, such as eOselia, housing loans for IDPs provided by the State Youth Housing Agency (Derzhmolodzhytlo), and the Vlasnyi Dim (“Own Home”) programme;
- housing provision programmes and compensation for hosting IDPs, including housing vouchers worth UAH 2 million, temporary accommodation, the Prykhystok programme, compensation for consumed housing and utility services, purchase of liquefied gas during temporary accommodation of IDPs, and other related measures;
- monthly cash assistance for living expenses;
- support for economic self-reliance, including compensation for employers covering wages of IDPs registered after 24 February 2022 and those registered before 24 February 2022, training vouchers provided by employment centres, and grants for starting or developing one’s own business.
The compilation also covers other types of support, such as the Municipal Nanny programme, provision of meals for IDP children in educational institutions, coverage of tuition fees during higher education, and additional support measures.

A coalition of organisations working on the protection of the rights of people affected by the armed aggression against Ukraine — NGO Donbas SOS, NGO CrimeaSOS, the Right to Protection Charitable Foundation, the East SOS Charitable Foundation, the Public Holding “INFLUENCE GROUP”, the ZMINA Human Rights Centre, the Charity Foundation Stabilization Support Services, and the Crimean Human Rights Group — regularly receives numerous inquiries regarding the support programmes available to internally displaced persons. The situation faced by millions of citizens forced to leave their homes is extremely challenging. People lose their housing, jobs, and social ties. Access to state support often determines their ability to integrate and adapt within host communities. For this reason, a list of support measures has been prepared, aimed at assisting IDPs — ranging from financial assistance and compensation schemes to various forms of material and social support.
