The Government of Ukraine is launching a new component of the “eRecovery” program — housing vouchers of up to UAH 2 million for IDPs from temporarily occupied territories (TOT) who have the status of a combat veteran or a person with a war-related disability.
More than 32,000 applications have already been submitted. However, only a portion of applicants can expect funding at the initial stage. According to information published on the website of the Cabinet of Ministers of Ukraine, the government has allocated UAH 6.6 billion for housing vouchers for IDPs from TOT who have combat veteran status or a war-related disability.
This is a new state support instrument that enables people to purchase housing even if their homes remain in occupied territories.
What the voucher can be used for
Under the program, eligible IDPs may receive a voucher of up to UAH 2 million, which can be used for:
- purchasing housing on the primary or secondary market;
- investing in new housing construction;
- paying a down payment on a mortgage.
Will the funding be enough?
Assuming the maximum voucher amount of UAH 2 million, the allocated UAH 6.6 billion will be enough to provide housing for approximately 3,300 families.
At the same time over 32,000 applications have already been submitted and more than 20,000 applications have received positive decisions. This means that, at the launch stage, funding will cover only about 10% of potential beneficiaries.
That is why it is important to clearly inform applicants about the program conditions and the expected waiting process, as demand significantly exceeds available resources.
Plans to expand funding
According to the government, efforts are underway to increase available resources. Ukraine plans to attract €80 million from the Council of Europe Development Bank, and negotiations with international partners are ongoing to scale up the program.
How the program works
The procedure is defined by the Resolution of the Cabinet of Ministers of Ukraine No. 1176 (dated 22 September 2025).
A person submits an application via the Diia portal or mobile app. The data is verified, and the application is reviewed. The state makes a decision whether to grant assistance.
If the decision is positive, no money is paid out directly at this stage. Instead, a housing voucher is created in the system, confirming the person’s right to receive funding.
From voucher to funding
Next, the applicant must submit a request for voucher financing to the program’s implementing entity — Ukrposhta. Such a request may be transmitted automatically through information systems (Clause 17 of Resolution No. 1176).
After the request is processed and approved, the state confirms the availability of funding. This effectively means that funds are reserved for up to 60 days (Clause 24 of Resolution No. 1176). Within this period, the beneficiary must:
- complete notarial procedures;
- sign a housing purchase agreement.
After that, the funds are transferred to complete the transaction. All steps are described in detail in Resolution No. 1176.
Where the program is most active
The program covers 23 regions and the city of Kyiv. The highest number of applications has been submitted in Dnipropetrovska Oblast, Zaporizka Oblast, Kyivska Oblast, and Kyiv.
Who developed the program
The program was developed by the Ministry for Communities and Territories Development of Ukraine, the Ministry of Digital Transformation of Ukraine, the Ministry of Veterans Affairs of Ukraine, and the Ministry of Social Policy, Family and Unity of Ukraine. The program operates based on the State Register of Damaged and Destroyed Property.
